Michigan governor Rick Snyder delivers his state of the state address tomorrow, and it's expected to spark debate over how to raise money for badly needed repairs on Michigan's crumbling roads and bridges.

The governor has said he wants to replace the 19-cents-per-gallon gas tax with a tax on the wholesale price of fuel.

Michigan needs about one-and-a-half billion dollars a year to fill potholes and complete other maintenance work.
