HOLLAND, Ohio -
A state panel has cemented a plan for new road construction in Ohio .
The plan locks in construction of the McCord Road rail underpass in Holland. The project is slated to start in the spring of next year. That's more than a decade earlier than it had been planned. Construction will last until 2016.
The estimated cost is $17 million.
A push to build the underpass gained extra attention after a train hit two Springfield students several years ago, killing one.
