On October first, state level "exchanges" will open...and people can sign up for health insurance. You can sign up online, at healthcare.gov.

Those who are uninsured must get insurance by 2014, or get an exemption. Otherwise, there is a 95 dollar fee or one percent of their annual income whichever is higher.
