Erie CRIZ Application Disqualified

We've confirmed that a snag in the CRIZ application that may have prevented Erie from securing millions of dollars in support for big revitalization plans along Erie's bayfront.

The CRIZ or City Revitalization Improvement Zone designation would have been a boost for the Scott Enterprises Harbor Place development as well as the Convention Center Authority's Bayfront Place, GAF development and the Port Authority's McCallister place.

Using Erie's Sewer Authority on the application as the group to administer a CRIZ award basically disqualified Erie. That's in spite of the fact that state officials told Erie, that using an existing authority would be acceptable.

We asked developer Nick Scott Sr. for his reaction to the application issue and he was clearly disappointed.  "When I heard that the application wasn't even considered, I was extremely disappointed," said Scott.   

The Harbor Place Developer confirmed again that he will go forward with his plans, but said he would like to see local legislators, Erie County and the City of Erie become more aggressive in making it clear to Harrisburg that Erie needs this.  "To lose it on a technicality is just very disappointing, I don't know who's responsible, there are many sides," said Scott Sr., "but it seems to me, I wish the city had been a little more aggressive in going after the CRIZ initially and earlier with more involvement, somehow."

Scott hopes a strong lobbying effort will push the state forward to make the next CRIZ awards sooner than expected.
