Bayfront Hotel Loan Guarantee Gets "No" Vote from Horton

Reports indicate the Erie County Council will have a majority voting to approve a loan guarantee to build a new hotel along the bayfront. 

The council needs four out of the seven members to vote "yes" in order for the guarantee to pass.

But one vote the council will not have is that of Erie County Councilman Andre Horton. He pledged in a press conference at the Erie Courthouse on Tuesday that he would vote "no" unless a "Community Benefits Agreement" was reached.

That agreement is a legally binding agreement which details how the hotel project would contribute to the community - such as creating local jobs - as well as ensuring that there is strong support for it from the citizens in the community.

Similar agreements have been successfully used for construction projects in Pittsburgh.

"If we don't have some type of community engagement, I will not vote for it," Horton said.  "I am going to ask my colleagues to table the  vote, but I remain open minded too. I think my constituents sent me  here for their best interest, and I'm not sure that's been served yet," he said.

Horton said that an "overwhelming" number of his District 2 constituents have reached out to him by phone, email, and in person, requesting that he vote "no."

"I continue to look for middle ground that will serve my constituents who are assuming all of the risk with very little benefit," he said of the loan guarantee.
