Car Wash Controversy

A woman who lives on West Grandview Boulevard is upset about construction taking place at a car wash across the street.  She hoped that City Hall would have informed her of the plans, and asked for her opinion.  That never happened.  The construction is in the city.  She lives in Millcreek.
    
It's an interesting situation on Grandview Boulevard, as well as Pittsburgh Avenue.  On one side of the street, you have houses and businesses in the City of Erie.  On the other side, you have houses and businesses in Millcreek Township. The question is, if your neighbor across the street wants to make a zoning change, would you be able to protest those plans?

Gloria Vignolo's property is on West Grandview and Peach in Millcreek Township. She says the improvements to Frog's Car Wash across the street, in the city, are blocking her view of Lake Erie.  Gloria first called Millcreek Township to complain. She was told she had to deal with the city.  She then called the city zoning office.  She was told that the city does not notify Millcreek residents of building projects, and Millcreek does not notify city residents.  This has been the practice even though the building project is right across the street.

Gloria is in the dark.   She doesn't know what the building plans are for the car wash, and she has questions.    Will there be anything on top of the roof?  Will there be a large sign installed?  Will bright lights shine into her home?  She wants to know.

"I don't know what's going on.   I don't know what's happening.   They can do anything for where I'm concerned, and the city is not trying to stop it.   Millcreek is not helping me.   So, I don't think it's fair," she said.
 
Armand Chimenti, Erie's Chief Zoning Officer, says the car wash is already in an area zoned commercial.  He says the building project meets all zoning criteria, and will be below a 50 foot height limit.  Since it met those criteria, no hearings were held, and no letters to neighbors were mailed.

The car wash owner, Justin Kaliszewski, says the neighbors should like the improvements.  And, he says, the neighbors can call him with questions about the project anytime.

    Erie police have released a more detailed description of the body of a young man discovered Saturday morning in Cascade Creek. It was about 10:30 a.m. when two fishermen spotted the body floating in the water where cascade creek empties into Presque Isle Bay. The Erie Fire Department recovered the body. Erie County Coroner Lyell Cook says the young man was wearing only shorts and had no identification.     Erie County Coroner Lyell Cook has released the identity of the teen found floating in Presque Isle Bay on Saturday morning, and has ruled the death a case of accidental drowning. The victim is identified as 17-year-old Prem Thapa. Coroner Cook says the victim is a Bhutanese immigrant to the Erie area. His mother made positive identification of the body.     A house fire in Harborcreek early Sunday displaced a family of six adults and two children. The fire broke out about 5:00 a.m. at 5144 Ebersole Drive. Fire officials say a family member woke up to the sound of crackling flames and managed to get everyone else up and safely out of the house.
